LSJ: Ravnos Carnival

What cards are affected by Ravnos Carnival? Only action card-actions or all actions that require a card? What rule prevents for example equipment-actions to be affected? Thanks.

This includes basic "action cards", Political Actions, Equipment, Retainers, and Allies (and Powers, but Ravnos Carnival can't assist with those for obvious reasons).
