Hello,
speaking about WweF ... I have "discovered" a new combination of cards,
which allows you to untap a vampire during your minion phase without
paying any blood for it ... (Freak Drive, who needs Freak Drives ?)
All you need is a vampire with Fortitude (basic or superior) and
two cards.
After the vampire has made an action (whatever), play
"Force Of Will" and if (the only if in this combination) the
action is blocked, simply play "Change of Target" and IMHO
your vampire is untapped, because "Change ... " says so,
your vampire do NOT need to pay the cost for the "Force .."
-Action and is NOT damaged, because the action was canceled.
A legal (lethal ?) combination ?
Bye

Sure, unfortunately, Force of Will is *two* actions.
(Welcome to the wacky world of the design team!)
So, if it is your second action (the bleed) that is
blocked, the first action (untapping) is still successful,
and you may (I think) still take the damage.
As far as paying the cost (blood) of Force of Will, this
brings up an interestinmg question (for TOM:)
Since the cost a an action isn't paid if the action is blocked,
which action (the untapping or the bleeding) of a Force
of Will does the card cost represent? If the untap action
isn't blocked, but the bleed action is, is the card cost paid
(this being 'yes' if the card cost represents the untapping
action, and 'no if it represents the bleed action)?
Or have you given up on this straw house and finally realized
that the 'untap' wording on Force of Will is simply an error?

Force of Will says "untap this acting vampire, he or she bleeds at +1 bleed
as a (D) action." You can argue how Force of Will *ought* to have been
written all you like, but it's quite clear how it is *is* written, which
is that the bleed is a separate action.
However, you're right in that the wording of Force of Will doesn't seem
to be worth the migraines. I'll discuss errata for it with the others.

No, it is written as a single action in which the acting vampire bleeds
(at some bonus), untaps, and then takes some aggravated damage.
Or is it your opinion that superior Movement of the Slow Body is also
two actions, one which untaps the acting vampire and a second which
gains him a blood?
The 'two actions' bit came from the Rules Team trying to explain away
error (an obvious one, at that).

I look forward to the new ruling.
