The long and drawn out version:

1) Fast Reaction:
If you *blocked* an action with one of you minions, a combat ensues [1]
After combat, if the *acting* minion is still ready [2], then one
of your untapped vampires who possesses the auspex skill may play a
Fast Reaction card.
The results of playing fast reaction are:
*. The vampire playing fast reaction is tapped [3].
*. A new combat occurs, this one between the vampire who played
Fast Reaction and the acting minion.
*. The first round of this combat, the acting minion (the one who
took the action that got blocked in the first place - not your
reacting vampire) cannot use any strikes [4].
*. If your reacting vampire played superior Fast Reaction, he has
an optional press to use during the combat.

[1]. Unless the action was taken by a vampire in torpor, or the acting
minion played a card that avoided the block (like Change of Target), or
your would-be blocker played a card that avoided the combat (like Obedience).
In all of these cases, Fast Reaction cannot be used because no combat
occured.
[2]. If the acting minion is a vampire, and was sent to torpor during the
initial combat (the one from the block), then Fast Reaction could still be
played, but would have no effect other than tapping the reacting vampire.
[3]. A tapped vampire could play Wake with Evening's Freshness in order
to play Fast Reaction, and would remain tapped, of course.
[4]. No strikes of any nature - no hand strikes, no inherent strikes (Lazarus,
Muddled Vampire Hunter, etc.), no dodges (which are all strikes), and
no Strike: Combat Ends.

2) Mask of 1,000 Faces
Sometime during an action, you may have one of your vampires with Obfuscate
"become" the acting minion. This may be done at any time, including:
1. As the action is announced (allowing the vampire playing Mask to take an
action he normally couldn't due to lack of the appropriate skill or belonging
to an inappropriate clan. This could allow a Nosferatu to take of the
recruiting of a Toreador's Resplendant Protector, for example).
2. As a block attempt is announced (to let a combat-capable vampire take over
the soon-to-be blocked action instead of letting a weaker minion be
beaten in the resulting combat).
3. After all block opportunities have been declined (allowing a strong
acting vampire be relieved by a weaker vampire with Obfuscate so that the
strong vampire can attempt another action, or simply remain untapped to
attempt to block future actions).
No matter when the acting minion is changed to the Masking vampire, the
last acting minion (the vampire who played Mask of 1,000 Faces) will
pay any costs for the action - since he will be the acting minion when
the action resolves and costs are paid only when an action resolves.
When one of your untapped vampires wishes to become the acting minion
for the current action (undertaken by one of your own vampires - and
only on your turn[1]), then tap the vampire playing Mask of 1,000 Faces
and untap the minion who was the acting minion. The action continues as
normal.

[1]. Mask of 1,000 Faces is an action modifier and can therefore only
be played on your own turn. If, for example, you had a Malkavian taking
an action during another Methuselah's turn by virtue of the Madness
Network, you would be prohibited from playing Mask of 1,000 faces to let
one of your other vampire take over the action.
