Paths and Terror Frenzy

Does a Path (of any sort) lower the cost for cards you play when your oponent plays Terror Frenzy and increase the cost of combat cards? Similar does Dragos still play 0 blood and Meshenka still pay one less? Daniel Eriksson Sweden

Terror Frenzy (at superior) causes the vampire to burn a blood whenever he plays a combat card.
