Lupus Australis

A minion is blocked and chooses a strike. His opponent also chooses a strike (say, Earth Meld at Superior). Can the acting minion tap the Elesium (Arboretum) to end combat before the opposing strike resolves (so that, in the case of Earth Meld, the opposing vampire remains tapped)? By card text, the Arboretum must be used before maneuvers are declared. For example, if my Ventrue has an Assault Rifle that he wants to use, and the opposing vampire plays a DotB, I can tap the Arboretum in response, but if I have a !Malk that wants to play Coma, but the opposing vampire plays IG, it's too late to tap the Arboretum.
