In a recent game, we ran into a strange situation early in the game when Dr. Jest was the victim of a Brujah with a Submachine Gun and two extra attacks. (OUCH!) Anyway, the owner of Dr. Jest did not even try to rescue him from torpor. Then someone noticed that while Vampires like Ulugh Beg have abilities that state they don't work in torpor, Dr. Jest's ability does not have that disclaimer. We could find nowhere in the rules that said that vampire abilites automatically fail if the owner is in torpor. So here is the question. Can Dr. Jest use his ability from torpor? If not, why not? If you read Tusk's special ability, it says he can only use it "..if he is ready." ie. not in torpor. Well, Dr. Jest has no such disclaimer on his card. If a vampire's ability doesn't say the vampire has to be ready to use the ability, then the ability is active while the vampire is in torpor. "In Topor" and "Ready" are distinct subsets of Controlled. All rules and card texts apply only to Controlled vampires by default.
