Withering and Ordering Question

Alright, Searchiong through google I came across the following Minion A with THAN in combat with minion B with CEL Minion A strikes with Withering Minion B can use a discipline card for his strike but cannot there after play cards that require a discipline (such as blur). What I am wondering is can minion B play a blur at a point prior to the Withering taking effect? Could he toss down the blur while first strike were beiong declared or is after strikes are resolved the Only time that cards granting additional strikes (other than strike cards that do this) can be played? Help appreciated. -JTP
