The presence version of Psychomachia has much the same wording as Change
of Target, but does not specify that the acting vampire cannot take the
same action again. So if a vampire attempts to bleed, is blocked, and
cancels the bleed action with Psychomachia, can it attempt to bleed
again this turn?

Psychomachia is played before the vampire "is blocked", so your
set-up for the question is not valid. (In contrast to Change of
Target).
Since you never get to the resolution step of the action when
Psychomachia is played, the NRA taint doesn't get applied.

Concluding from this:
The action is NOT blocked as if the action was nbever attempted?
In other words, penalties for aching beauty, camarilla exemplary,
templar etc are NOT paid as well?

The action is not blocked, right. It is not as if the action were never
attempted, however, for things that work on attempts (Seeds of Corruption,
for example).

Actually, I'm gathering from LSJ that the block never takes place, so
the Aching Beauties (yes that's plural, only way to fly) never take
effect. Is that correct?

One mistake... the penalties for Camarilla Exemplary, Archon, etc. *are* paid
(I don't believe that Templar has the same penalty... at least, not according
to ELDB text), as the vampire pays blood to attempt to block the action. The
penalty for Aching Beauty is not paid, due to different wording.
