The presence version of Psychomachia has much the same wording as Change of Target, but does not specify that the acting vampire cannot take the same action again. Since you never get to the resolution step of the action when Psychomachia is played, the NRA taint doesn't get applied. The penalty for Aching Beauty is not paid, due to different wording.
