Just a few questions, here we ho
1. Can Master skill cards be played on Vampires under someone elses
control?
2. When a Direct intervention is played what happens exactly?? If it is
a strike can the minion choose another??? If it is an action does the
minion untap??
3. If a vampire is Rotschrecked while pulling fangs does any of the card
text take effect??

Yes.

Yes, by explicit card text.

He remains untapped if he was untapped to start, yes, by explicit
card text. (He would not be untapped if his Force of Will action
was Direct Interventioned, for example.)

Yes. Only the damage is circumvented.
