Rules question re: Seraph's Second timing

OK a quick rules question that came up recently. I have out Teresita the Godmother (who is a Seraph) and Ox, Viceroy of the Hollows. Ox successfully performs the action Blooding, which makes him Black Hand. Can Teresita play the Seraph's Second action modifier when that action resolves? It's only usable when a Black Hand vampire is acting, but after resolution. We figured that by the time the action has resolved, Ox has become Black Hand, and he has then become a legal target for Seraph's Second. So it was legal and Ox untaps, ready to cause some trouble. Did we get this right?
