I am sure you can. You burn the acting one first I believe.
When this card has more than 10 ritual counters, burn this Baali and
choose three Disciplines. This card becomes a unique clanless
independent infernal vampire with 9 capacity, 4 strength and 3 bleed.

Sure, why not? The action card itself is not unique. The card only
becomes a unique vampire (Great Beast no2) when it triggers, at which
point the acting vampire (Great Beast no1) burns. So no contest ever
occurs.

There was the whole argument a while ago about not being able to take
an action that would result in an illegal result, eg. a 10 cap baali
taking the second GB action

And it would be an illegal action if it didn't burn the first GB in
the process. However, the result of the action is 'there's one and
only one GB in play', so there's no illegality, so you can do it.
