Leila Monroe special vs. Fall of the Sabbat

Is Leila Monroe able to use her special if Fall of the Sabbat is in play? I think no, because she cannot change an Anarch's sect to Sabbat as there is no Sabbat anymore. Leila Monroe Clan: Lasombra obt dom pre Capacity: 4 Sabbat Group: 4 Ability: Leila may change the sect of an anarch vampire with no blood to Sabbat as a +1 stealth (D) action. Fall of the Sabbat Type(s): Event Card Text: Gehenna. Do not replace as long as this card is in play. Requires at least three other Gehenna cards in play. Not playable if any ready vampire is Black Hand. There is no Sabbat. Any Sabbat vampire is considered Independent instead.

in my meta fall of the sabbat is VERY hard to play (3 gehenna are not problem - problem liest that i play hand decks almost elusive :P)

When playing Into the Fire after a Fall of the Sabbat, the target vampire's underlying sect would become Sabbat, ready to snap back into life if the Fall leaves play.
