I'd be tempted to add one or two Praxis Seizures - preferably those
without benefits (increased capacity) for particular clans, but for
mildly popular cities. e.g. Praxis Seizure: Seattle.
I'd also think about adding Redline and Legacy of Power.
I'd probably take out Elysium: The Arboretum, to keep the game with a
bit more combat in it. Since the example includes Haven Uncovered, I
might be tempted to include Fame or Vampiric Disease.
If any Of Noble Blood were left in, I might add a corresponding Beyond
Reproach.
My inclination would, overall, be to try to cause a bit more potential
mayhem that players can act on but isn't easy/automatic, rather than
relying on clan hosers.

There's not a lot of worry for voting, for the most part. A vote
fails, and you shrug, and continue on. Of course, this is likely
better in a player deck, since then it can't be planned against until
it was too late.

Well, they're thematic, and they give ways for non-bleeders to get the
edge. Never said they were great cards, one and all. :)

These were meant to be in addition to the suggested hosers, in this
case Frenzy, Nosferatu Putrescence and Malkavian Dementia.

You don't like a card, you can always use a master or discard phase
action to discard it. Though I do agree, even in the more restricted
environment, that Betrayer could be a 'wasted' card slot. But it fits
in very well with the whole background of the tournament.

I was sort of teetering on such cards, as it requires having a certain
title to even play. Though then again, there are Primogen cards in the
suggested cards.
Just too many cards!
Oh well, I'm enjoying this already, and haven't even fully decided on
what clan to play for yet.

I'd never noticed Fear of Mekhet isn't unique. And given the format, I
can't think of a Tournament more likely to have adequate targets.
You'ld need to seriously concern yourself with poolgain, but it'd make
for an interesting (if turbulent and imbalancing) table.

Which brings up a good point; certainly if someone is running the
storyline event and playing in it as well, it makes sense that the
organizer/head judge make the contents of the Imperator deck known
before the tournament (i.e. I'm running the local event and making the
Imperator decks, and I'm going to send out the contents to the local
list serve a week before the event). Presumably, everyone will know
what is in the imperator deck before building a deck (especially if
the person making the decks is playing too)

Which would be my biggest concern with building an Imperator deck...
making sure that the cards will cycle, because there's no reason to
assume that the players will cycle cards that are useless. After all,
it will cost them an MPA or DPA to do it, and it might expose
something really good for their prey or really bad for them. If you
don't have a second MPA to spend, you'll never get first grab of any
good masters you turn up by discarding... so you'll probably end up
spending your DPA as well just to discard the card before your prey
gets it (unless, of course, you used a DPA to discard the original
useless card... at which point, why are you giving another player
first grab at a fresh card? I see the DPA option as purely
preventative... use it to remove dangerous cards.)
This is why you shouldn't have three of certain cards like clan
hosers... if that clan isn't playing, they'll just take over the
Imperator hand and jam it... even with two copies it could really shut
down that element if they come up early. Too many cornercase cards
can do likewise. I'm surprised that there wasn't a rule for an
autoclear of the Imperator hand... something like "if play goes around
the table (once? twice?) without a card from the Imperator hand being
played, discard it and draw a new hand".
Adding Rumours of Gehenna and The Parthenon to the Imperator deck to
assure multiple MPAs will be available could be a good idea. Another
good thing might be limiting the number of Masters... the better
chance people have of drawing something they can use (without needing
anything special like a second MPA) the more likely people will be to
cycle useless cards in the Imperator hand.
Anyways, getting back to the two cards I quoted above... Esteem is
probably okay. As a modifier it doesn't really cost anything to use
here, someone will eventually take a (D) action at the player with the
edge (without going out of their way) and probably take advantage of
it. Regaining the Upper Hand, though... I wouldn't go with it. I can
see that sitting there for the rest of the game because no one wants
to spend an action on it. Even if it does become The Right Thing(tm),
it will probably spend an awfui long time just sitting there. It's
probably okay if it was the only card in the deck likely to do that,
but that's unlikely if you have hosers or cornercase cards.

I don't see it being fun at all, and in fact goes against the entire
spirit of the Storyline. The Imperator is being chosen due to the fact
that the Anarchs are causing so much trouble of late, in addition to
all the Sabbat goings-on.
Remember that there are going to be a lot of titled vampires about. So
a lot of vampires are not going to be able to use anarch cards in the
first place, with no way to go anarch.
Frankly, I would bow out if such an ID was brought to the table to
play.
Now, if you are wanting to run a similar tournament, but for anarchs,
that's completely different. My group will likely see about modifying
the idea of this tournament to come up with one for Sabbat, and
choosing a Regent. Pretty much the exact same thing, only with the
main Sabbat clans, and with the title of Regent as the prize, with a
Regent Deck built with various Sabbat goodness. I'm sure an Anarch
version could be done as well.
Perhaps I'm one of the few, but I actually want to play Camarilla,
with Camarilla politics and in-fighting.

I am torn between the various Cam deck format I could play with the
different clans. A politics deck is going to be a Nightmare at this
tournament... there will be SOOO many ambient votes I'm inclined to
just abandon the idea of getting any Political Actions (or cards that
can be lost to Political Actions) to work.
There will probably be a Royalty/Prince deck of almost every clan...
