It is a change-of-effect card usable only on a successful bleed. You may play it (I suppose) before the block attempts, but it will be useless if the bleed does not resolve for a bleed of at least on pool. (Telepathic Counter could also negate the effects of Spying Mission). -- ----- L. Sorry - I have no official answer. I would guess that it is only burned (madatory, by card text) on the next successful (that is, unblocked) bleed. The DT may have other ideas, tho. Can use use it (ie, is it's use optional) when the bleed is not blocked but is unsuccessful due to being reduced to zero? (boosting it back up to the positive range by 2) - even though not mandatory under this happenstance? [ quoted text not captured ]
