It has been establised that sunset strip can be used to reduce the cost
of a mortal ally, even if ghouled is played as a action modifier, what
is not clear to me is if the new ghoul can play cards that cost blood
or life. the new rulebook seems to indicate that it can, applying the
"As a vampire" text, is this correct? For example can a ghouled loyal
street gang play a burning wrath at inferior?
probably already answered, but I'd like some confirmation if possible

Yes.
Card text: "Once each combat, this ally can play a strike card that
requires basic Potence [pot] as a vampire."
And the rulebook section to which you allude [1.6.3]
Note that the Ghouled ally does't get to play any blood-requiring card
by paying life. He can only do that for the cards he can play "as a
vampire".
