I would like to know when it is too late to play a reaction card (specifically
deflection). the situation:
I am being bled. For some reason I choose not to block it and state my
intentions to my predator. He then plays a superior conditioning. Can I then
choose to block? or my actual question, is it too late to play a deflection?

It is never too late to play a reaction card (unless a Master Out-of-Turn
card ends the action prematurely :-).
Once you decline to block, you may not change your mind - regardless of
subsequent modifications to the action.
You are always free to play reaction cards, however (as long as you have
ready, untapped minions to play them, of course).
