Sorry if this has been asked before, but I couldn't find it in the
newsgroup. Is the lack of "skip the determine range step" language a
distinction with a difference?

Cold Aura sets the range for a round of combat to long. It doesn't
say that you should skip the determine range step as other cards do,
e.g., Selective Silence, Cailean, Michael diCarlo, and Neutral Guard.
RTR 19970630 implies that every card that sets range skips the
"maneuver phase," i.e., "determine range" step: "If an effect 'sets'
the range of a round (and therefore skips the maneuver phase), no
other effect can be used to reset the range." But that may have just
reflected that all range-setting cards of the time skipped the
maneuver phase.
At least Selective Silence came out after that ruling and has the text
to skip determine range, which would be superfluous in a world where
every range-setting card skips determine range.
Fear of the Void below appears to be the appropriate template for a
card that "sets" range but still allows maneuvers, so I expect Cold
Aura skips "determine range" just like all the other "set range"
cards, but when one card doesn't look like the others you always want
to be sure.
