Concealed Weapon .. just making sure

I know this was discussed when it first came up, but I don't think I ever saw a clear answer. What's considered a "regular" strike, for purposes of Concealed Weapon's limitation? Can Shambling Hordes with Strength 3 equip with a concealed Meat Hook, which strikes for Str+1 damage? i.e. Should "Strength" on weapon cards be read as "1" for purposes of the new CW? Or is the limitation based upon the minion doing the equipping? Thanks.
