questin: storm sewers and torn sign post

When a minion taps the storm sewers card and conbat occurs the card says to ing nore the range determination phase because the combat is always at short range. If I press the combat to the second round can I play Torn sign post even though the card says play before the range determination phase.

If you want to be picky you could say that the stormsewers allows you to play torn signpost any time during combat, since even during strike resolution it is still before the choose range phase, (There wasn't any)
