Didn´t find this in the rulebook. Is this correct:
1.) Combat cards have only effect in the round they are played, unless
otherwise noted (on the particular effect).
2.) Optional effects (presses, manuevers, additionals) from a combat
card cannot be "saved" to other rounds after the card is played.

Correct.

No effect, optional or mandatory, combat or non-combat, may be "saved"
beyond the timing window of the effect, correct.

The second is inherent. The first is mostly inherent, though some other
default might be assumed by some players (who might then find their
selection at odds with 6.4.2)

What does´'inherent' mean? My dictionary say "existing in something as
a permanent or essential attribute". What part of 6.4.2 do you mean? Do
you mean that the part "If a combat card played by a minion has a
maneuver as part of an effect, the maneuver must be used that round of
combat." should explain this? (I think I know what you mean - that
it´s obvious that a card only work when it´s played, but it´s hard
to convince some newbies when I can´t find it in the rulebook.)

That definition will do.
That is, it is inherent in the idea of "timing window" of an effect
that the window defines the time in which the effect can be used.

That's the part, yes.
The other part is that the effect must have some window (this round,
this combat, this turn, this game, &c.), so if the window is not
explicitly defined, it must have some default window. The default
window of manuevers is given, and there's no reason to assume other
effects's windows would not use the same default.
