FN question: Fi'dai

I don't have the card here with me now, but a question about one of the new Assamites came up yesterday in the prerelease: The non-unique Assamite Fi'dai (or something like that) has text to the effect that "Does no untap as normal during untap phase. An Assamite with capacity at least 6 can burn 1 blood to untap Fi'dai.". Can the older Assamite do the "burn blood, untap the Fi'dai" thing whenever, or is this only during untap phase? If whenever, can it be done multiple times? How about in response to someone's bleed? "Student, go see what the noise over in warehouse #4 is, will you"... :) //Petri
