a legal and play value sense--tier 3 vampires aren't any better than earlier
vampires, generally speaking, and you'll still be perfectly competetive
without ever using tier 3 vampires.
Bascially, they wanted to be able to print 100 new vampires without having
to worry about super optimized crypts ruining game balance, and this was the
best solution.
