When will Legion and Lambach (Advanced) be tournament legal?

Hello all, if this has been answered before, I just am too stupid to find it on Google: From when on will the two Storyline promo cards, "Legion" and "Lambach (Advanced)", be legal for regular constructed tournaments? Thanks! Hardy

Just a guess but they were available officially at tournaments in September.
