It resolves when the strike of the vampire who played it resolves.
If this is at first strike, then so be it.
But, if either (or both) minions S:CE, the resolve strike step is ended
"before any damage is dealt".

Yes. Preventing damage doesn't prevent the other (non-damage) part
of the strike. A Dodge will prevent the whole business, however.
