Can you tap yourself for an effect during a block? For example, could
Carmine block an ally, then tap himself to "give an acting ally +1 stealth"?

My first thought is, yes. I don't see any reason why you can't.
Then, I thought, "Unless his ability is played as an action modifier,
in which case you can't because you're not acting."
But that's probably bull, because I can tap Anarch Railroad when I'm
not acting to give somebody else's anarch +1 stealth. So I would
imagine, again, that you can.
All this brings up the question, "If I can tap Anarch Railroad to give
someone else's vampire +1 stealth, how come I can't play Cloak the
Gathering to do it?"
And I bet that the answer is in the rulebook, something like "action
modifiers have to be played by the acting minion's methuselah" or
something...LSJ?

I just inadvertently found the answer to #1 from this ruling on Alexandra's
untap or tap any Toreador ability: "If Alexandra taps a Toreador who was
attempting to block, then that block will fail, since tapped minions cannot
block. [RTR 19940624 LSJ 19991025] "
So, once Carmine tapped himself to give the ally +1 stealth his block fails,
even if he has a sport bike. He would have to wake.

I'm not sure of your answer. I think that a vampire cannot be a blocking
vampire and play action modifiers. If he tries to block, he is a reacting
vampire: he can only play reaction cards. Carmine special sould be only
usable during his controler turn.

Carmine could attempt to block and, during the attempt, tap to give the
ally +1 stealth. He'd be tapped, then, so he would no longer be eligible to
block (unless he plays a Wake or some such).
