Echo of Harmonies/general wording Q

I seem to have forgotten, if I ever knew: does "usable by" mean the same as "only usable by"? Specifically, Echo of Harmonies at both [mel] and [MEL] says "Usable by a ready vampire other than the acting minion." Is it *also* usable by the acting minion, or *only* by a ready vampire other than the acting minion? thanks, Josh only everything
