"...Haakon can take an action to move 1 blood from the blood bank to any untapped vampire." Can Haakon use this ability on himself? i.e. at what time is the "untapped" status checked? Yes, he can hunt for the same effect, and at +1 stealth, but there are circumstances where a vampire cannot hunt, or effects such as Foul Blood, where using this ability would be more advantageous.

Is he not allowed to use the ability because he is already tapped by the time you declare it or because he's supposed to be tapped when resolved?
