Regenerative blood Q

Can I use regenerative blood when no damage prevention is allowed? As per card text I'd say yes because it says that the vampire can burn 1 blood to heal 2 damage points. Can it be used to heal damage from any source (not just in combat)? For example, Force of Will? thanx in advance ! ORi.
