[LSJ] Guarded Rubrics + Justicar Retribution

Just to be sure I read those correctly... Relevant texts : Justicar Retribution Political Card - Worth 1 Vote. Called by any Camarilla vampire at +1 stealth. Successful referendum burns all vampires with a current bleed of 3 or more. Guarded Rubrics Unique equipment. Requires a Black Hand vampire. The vampire with his equipment may bleed at +2 bleed as a (D) action that costs 1 blood. While bearer is ready, Gehenna cards cost an additional pool to play. The vamp with GR can bleed at 3 anytime, but I don't see him as having a "current bleed" of 3, so I don't think he would burn under a Justicar Retribution.
