War Ghoul Question

Can I play War Ghoul (Sabbatt/Tzimisce) if I don't have a retainer or ally in play? It doesn't say I have to have them in play in order to play the Ghoul. It just says "When War Ghoul enters play burn an ally or retainer you control. Thanks

Or because I can't fulfill the sacrificial cost (losing an ally or retainer) in the first place, the War Ghoul cannot be played at all?

Correct. When it is put into play, you have at least one ally/retainer (the War Ghoul herself). The "sacrifice" is not a cost, so it doesn't figure in the "can I attempt this action?" equation. The cost is simply 3 pool. Or is "moving to your active region (from the ashheap)" different than actually recruiting? (according to WotC's spoiler list, at least). So it doesn't really matter if Compel the Spirit's effect is different than actually recruiting. Retrieving War Ghoul from the Ash Heap (out of play) and putting her into the active region (into play) is an example of the War Ghoul entering play.
