[lsj] Type of action - the summoning

As a general case, does Superior The Summoning count as a 'recruit ally' action, or is it a 'search your library for an ally' action, that leads to an ally being recuited? (the latter similar to how Pier 13 'equips' you, but is not an 'equip action'). I'm guessing the former, based on the Vast Wealth ruling [TOM 30-JAN-1996], unless that's been overturned since. So, if the former, Marlena with a pre skill card does not tap when taking a superior The Summoning action. What if she searches and fails to find an ally? Does The Summoning action have to find an ally for it to be a _successful_ 'recruit ally' action? It is a successful action.
