Yes.

The block has not failed (and is not necessarily "failing") until the
blocker declares that he has no intercept to counter your stealth.

I believe you need a current block attempt to play block fails. Once
the first "block fails" card resolves successfully, another block
attempt needs to be declared before you can cancel it.
