V:TES German Championship 2008 in Ludwigshafen
The German Championship will take place at the DASHaus in Ludwigshafen
on the weekend of november 2nd/3rd. The location DASHaus should be
familiar to most of the German players since we used the location for at
least 4 National events in the past years.

As far as I understood Oscar and Scott in the past it is no problem to
sanction such events, however they will not be considered for player
ratings when before the 30 day cut. Or is there a new ruling on this?

Any event which follows the VEKN rules (including player eligibility) is rated.

No new ruling. But events which admit playtesters prior to the close of the
30-day mark after a set's release are not rated, by standing VEKN rules.

Why should playtesters not particpate in a Launch event?
The Launch event was after the official release date. In addition to
that most playtester do not know the final cards, maybe not even all of
them.
And besides practically everyone has the possibility to open the new
booster in between the release date and Launch event. Therefore knowing
in advance what to expect and draft.

I'm actually considering coming over for the weekend. Could you confirm this
is in Ludwigshafen am Rein, which is about a 450km trip from Utrecht and not
the Ludwigshafen near Switzerland, which is like, 800 km :-)

Yes, Ludwigshafen am Rhein is correct, it's opposite of Mannheim.

Yes.
A sanctioned event follows all of the tournament rules.
A rated event is both sanctioned and eligible to change the ratings of
the participating players.
An event cannot be rated without being sanctioned, but an event can be

- Playtesters of card sets used in the event, however, are not
eligible to participate in rated tournaments until a month after

So, if you want to run a tournament that allows cards from a new set
before 30 days have passed since release, you either:
a) make it a non-sanctioned (and non-rated) event, if you want to
allow playtesters to participate; or
b) make it a limited sanctioned (and rated) event. In which case
playtesters won't be allowed to participate (per 1.1) and you will
have to use one of the sanctioned limited formats [rule 7.1].
I'm not sure if sanctioned events are exactly the same as rated
events, but it doesn't really matter IMO, as the VEKN rules are clear
enough about which events can be rated.

I guess what they meant was that launch events (and prereleases before
them) normally have been unsanctioned because you might often want to
allow stuff not supported by the rules. E.g. playtesters
participating, demoing the game to newbies, non-sanctioned deck
formats etc.
However, nothing prevents you from making your "launch event" a
sanctioned rated limited tournament, if that is your playgroup's
favorite format and/or the best way to promote the new set where you
live.
That's what we have been doing around here[*]. In fact, we don't even
call these events "launch events", just "limited tournaments".
[*] Sometimes we get the new cards more than 30 days after release, in
which case the whole issue is moot. However, we'd always rather play
in a sanctioned rated tournament than in a non-sanctioned one, so
that's what we'll do even if we get the cards the day after release.
Of course, no one here is a playtester.

at all about ratings, but in this case there would be no need for
