Fear of Mekhet & Illusions of Kindred Qn

With Illusions of the kindred, if I use it to bring out a vamp from the crypt can I use it again (assuming the pulled vamp has chi/CHI) to pull out another vamp and if so what happens to the first pulled vamp (still gets removed from the game right?) Fear of Mekhet. I realise this has probably been gone over a hundred times but when it comes into play you can target a justicar or inner circle member. When it changes vamps it can only target inner circle members. I take it that no errata has been made on it (couldnt find any). It just seems odd that you can initially target an a justicar and then are restricted from later. Cheers, Andrew
