Well, as you surmise, 1) implies 2) almost always.
But besides the examples given by others in which 1) doesn't hold
and therefore 2) can be trivially avoided, there are some ways to
do it:
Vamp A bleeds.
Vamp B, with Mr. Winthrop, blocks.
Vamp A gets +2 stealth from Lost in Crowds.
Vamp B gets +1 intercept from KRCG News Radio.
Action is blocked (1)
Vamp A plays Weather Control. Mr. Winthrop dies.
Now Vamp A cannot play superior Form of Mist to
continue the action, since he doesn't need the stealth.
