Archon/Exemplary Qs

In looking over the prospects for a voting Prince deck, was slightly confused by the finer points of the Archon and Camarilla Exemplary roles. Archon says: "The Archon may enter combat with another vampire as a +1 stealth action; anyone attempting to block the Archon burns 1 blood" Now, does this last phrase mean that anyone attempting to block the Archon during ANY action burns 1 blood, or just if the Archon is attempting to "rush" another vampire?? Also, I understand that only a Camarilla vampire can be voted an Archon or a Camarilla Exemplary, true?? However, I also understand that non-Camarilla vampires can vote on these political actions, true? The latter frankly makes little sense in terms of the game background, etc., but is probably necessary in terms of game dynamics.
