I can't answer, though - this one can go either way.
You'll have to wait for an official ruling.
I personally, with no basis given to what the design team may think,
think that FoW was /meant/ to do its damage at the end of the action.
That combat had been begun and ended without the action having being
being ended should have no bearing on the WoD-based reading of the
card. But card text isn't so forgiving.
So, with no consideration given to how things "ought" to be (based
on the WoD viewpoint), then the only thing I can say for sure is that
the acting vampire will go to torpor (or be burned) when the combat ends,
even if it ends by Form of Mist.
Whether Form of Mist will allow a Torpor'ed vampire to continue his
action is up to the design team. (Who must then consider what will
follow if the continued action is blocked - since combat cannot occur
with a vampire in Torpor).
