TOM: V:tES Combat Ends ruling - official for Jyhad?

Since Strike: Combat Ends is described in the V:tES rules as resolving during resolution (appropriately), and explicitly allows the blocker an opportunity to declare a strike: is this overly-logical and fair ruling official for Jyhad as well? -- L.
