[Question] the new mask rulings

If jost takes an action, and is unblocked. You can't mask it to another vampire unless they also have +1 stealth on that action? And if a vampire hunts, you can't mask it to Zoe to since she can't get +1 stealth on the hunt? And vice versa? So you can't do the take an action with a vampire with aching beauty and mask it to another vampire if not blocked? Same with giotto's yougner vampire must burn blood to attempt to block effect, so you can't mask any of his actions unless they have the same effect? [ quoted text not captured ]
