When does the counter-removing check whether it was an anarch
or a non-anarch taking an action?
That is:
If the action is the "Go Anarch" action (the vampire is not an anarch
when the action is announced, but is an anarch when it resolves), does
a counter get removed?

When the action is taken.

Card text indicates that the counter is removed whenever a non-anarch vampire
takes an action. It places no condition on the action being successful or not.

Just expected it would use "attempts an action" as being completely
ambiguous. Wasn't sure if "taking an action" required it to be
successful, much like "inflicting damage" requires that the damage be
successfully inflicted.

Is the difference between 'takes an action' and 'attempts an action' is
that in the former case it is not counted if the action is cancelled
(say, a Red Herring or the like is played), that in fact, the action
needs to reach some sort of resolution, whether successful or not?
Whereas for the latter case, as long as they start an action, it doesn't
matter whether it's blocked, successful or cancelled?
