No. You cannot block a Master.
There is a Master Out-of-Turn card called "Sudden Reversal" which cancels
a Master Card *as it is being played*, but this isn't exaclt blocking.

Arson - (D) burn any location.
To "burn" a card means to put it in the ash heap (the discard pile).
So an unblocked arson attempt would remove the target location from play.

There are other ways to defend against some Master cards. Locations
can be burnt with Arson or Rampage, or stolen with Disputed Territory.
Many other Master cards allow other Methuselahs to steal them. Unique
Masters can always be contested...

Sudden Reversal is the only way to block a master card and it is an out-of-
turn master

Burns a location if it isn't blocked.
