No. Only Retainer and Equipment cards can be put on your minions (as
those are the only card types with such consideration mentioned on
Shepherd's Innocence's card text).
The Tier remains on the vampire who played it. The Tier is controlled
by you, so the Tiered vampire only gets +1 bleed when bleeding *your*
prey (card text on Tier).

Does this mean that you can steal Armies of Rats, and they will damage

It is true that Army of Rats will damage your Prey (during your untap)
if stolen via Shepherd's Innocence (or any other means).
