Is it possible for the player controlling the acting vampire in a pol. act. to play another political card from her hand, during the referendum, to gain one vote (vote pushing) or the political action card used to promote the referendum already counts as the one she's allowed to play? If a PA card is used to call the vote, it counts as the vote allowed from political action cards. (It is a vote, provided by a political action card.)
