Rachel Brandywine/Discard Phase

If you use Dreams of the Sphinx (or other similar "hand size increase until end of turn" effects), are you considered to be doing the discarding during the discard phase (since it is, ostensibly, the last phase of the turn), or is there an "end of turn" after that? Could I, for example, tap the Dreams to increase my hand size, and then use Rachel Brandywine to shuffle the 2 extra cards into my library when I discard back down? Similar question: Can I tap Fragment of the Book of Nod during my discard phase and use Rachel's ability when discarding back down?
