Transferring blood with a Blood Doll happens during your master phase but does not use a master action. You can use your master action to play a Blood Doll and use the Doll to transfer blood immediately before you leave the master phase. Chris Mattern

Since using a blood doll does not use a master phase action, you do not need to have an action available to be able to use a blood doll... namely if you have played an out of turn master. Blood doll is used during your master phase but does not count AS a master phase action. Also note that an OOT Master no longer eliminates your entire master phase - it just eliminates a master phase action.
