[Ruling] Rowan Ring+Ghoul Retainer

Sorry for asking that question for probably the nth time but I would like to know if a Ghoul Retainer can use a Rowan Ring for sending a vamp in torpor. I would tend to say no since the Ghoul Retainer is not striking and Rowan text says: "Send the opposing vampire to torpor as a STRIKE". thanx in advance for your answer, JPh
