Yesterday while we played a very nice V:TES round in our club in Vienna
a problem came up which caused heavy discussions among players and our
referees:
I wanted to play Storm Sewers (Master: Unique Location/Nosferatu; tap as
you declare an action, if this action gets blocked, resulting combat is
at close range) but my only Nosferatu was in torpor.
Can I play Master Cards which require a clan when these clan members are
in torpor?

No.
VtES Rulebook (section 3.2):
Clan symbols: Sometimes a card has a clan symbol. (See Appendix B
for a description of the clans and their symbols.) If it's a master
card, you may only [play] the card if you have a "ready" vampire of
that clan. (A ready vampire is one who is controlled and in your
active area.)
and (section 14):
A vampire in the torpor region is still considered controlled, but
is not ready.
