By virtue of using 'Effective Management', using all 4 transfers to draw
another card rather than spend pool on an existing vamp, or otherwise
manipulating your crypt, are you allowed to have more than 4 vamps in
your inactive region so long as a game is in progress?

There's no limit to the number of vamps that can be in your inactive
region at any time. I love drawing Effective Management in an opening
hand, it makes for more options, and utilizes that first master phase,
which I hate to waste...

Yes. There is no limit one the size of your uncontrolled region.
