[LSJ] Eagle Sight question

A question came up in a game the other night, and we weren't clear on the proper procedure. Vampire A attempts a normal bleed, and asks if anyone wants to block. The methusela being bled, having only 3 pool, and knowing other vampires could bleed for more with Computer Hacking, etc., declines to block. Vampire A then plays Conditioning, attempting to oust his prey. Not wanting that player to get a victory point, someone across the table wants to play an Eagle Sight and block the bleed. Can he do this? The bleeding methusela argued that since he asked if anyone wanted to block, and no one tried, the opportunity was lost. If anyone is allowed to play eagle sight at this point, is there anything the bleeding methusela can do to force Eagle Sight to be played before he plays action modifiers? Thanks for your help.

Correct. If it is suspected that someone is holding an Eagle's sight (and has a minion who can use it for the superior effect), the bleeding Meth could specifically ask if the target blocks, then (when the target does not), ask each other Meth. in turn (clockwise from the bleeding Meth, skipping the target) if she wants to block.
