We had some visitors in town for VTES tonight, and they made an offhand
comment kind of jokingly, but I can not find any ruling to contradict
it:
Is the Inner Circle a Circle? It shares the same card text area as the
regular BB circles; the only difference is a period.
"Camarilla Inner Circle:..."
"Sabbat. Mexico City Circle:..."
If two Inner Circle members Clan Impersonate to Blood Brother, and then
join the Camarilla again (regaining the IC membership), and also gain
access to Sanguinus (say, Etrius with an Infernal Familiar), can they
share as part of the "inner" circle?

Lol, that's hysterical. I have a feeling the answer is going to be
that "Inner Circle" is a specifically defined game term (as a title),
and therefore does not indicate the "circle" to which a vampire
belongs. Hopefully, I'm wrong, and LSJ will rule that it's possible,
just for the sheer hilarity that could come from such a deck.

You mean, is the Inner Circle a circle designation for purposes of
Sanguinus? The relevant statement I can find in the rules is
where "circle" is defined:
"Circle: Each Blood Brother is identified with a particular circle. A
vampire without a circle designation is his own circle."
Since no Inner Circle members are innately Blood Brothers, I would
reason that "Inner Circle" cannot be a circle designation as such.
Therefore, even if they had Sanguinous, they are counted as their own
circle. If the definition didn't specify _Blood Brothers_ being
identified with a particular circle, you might have a better argument.
(Albeit, I'll grant you the refutation is kind of shaky, too.)
